EDIT: 03.03.2020 I would never believe that so many people would be interested in this kind of answers and give 427 votes in 3.5 days on my third post on Quora! Because some people were telling me that the pictures do not look that bad at all I decided to change them in the views as I had in my mind when I posted this answer, so you will better understand my thoughts.

After travelling through nearly 70 % of the countries in Europe the following cities can feel hardcore depressing, but on the other hand, I secretly appreciate this kind of cities:
- Ijmuiden, Netherlands: Fisher town with one of the biggest steel factories in Europe. Not so healthy place to live. This view you have from your balcony is also not so nice:
2. Usti nad Labem, Czech Republic : Here is not much to do, in the city center you see a lot of junkies and there are not many tourist attractions. A lot of factories, unemployment and low salaries. The nature around the city on the other hand is gorgeous. Try to go with the train from Usti to Prague, definitely stunning views!
3. Medyka, Poland: Border town with Ukraine. A really sad place. Everywhere there are poor and elderly Ukrainians selling vodka and cigarettes taken or smuggled out of Ukraine. You see the desperation in peoples eyes, imagine that the Ukrainians stand in line for 2 hours min. at the Ukrainian side to get from the borders customs control to Poland and that they can take max. 2 packages of cigarettes and 1 bottle of strong alcohol with them. This ‘work process’ they do over and over again, the whole day and every day of the week.…
4. Pristhina, Kosovo: Nearly all buildings are from the old totalitarian regime time. Also a lot of pollution.
Other cities which i found also little depressing:
5. Gelsenkirchen: Typically boring german town. Maybe it did not help because it was a rainy day.
6. Walbrzych: Old mining city, nothing to do over here. Like someone already said in the comments there is a stunning castle (Książ) not far away and that should be your destination when travelling to this area.
7. Katowice: If you walk through some neighbourhoods of Katowice you will understand what I mean. Also a lot of pollution. It's getting better over here as someone said in the comments. Surrounding cities in this agglomeration can be worse, but I did not been there so I cannot tell you about that.
8. Sarajevo: The city and views are stunning but you feel the war is inside the people and its buildings, it makes you sad in the heart. The bullet holes you see in the picture beneath, you will see practically everywhere in the city. Also, Sarajevo is very polluted because it lies in a valley. Let me be clear that the people from this city are really goodhearted and everyone should definitely go sometime to Sarajevo.
