Did British Commandos and other special operations cause the Germans in WWII

Far more than just an annoyance.

From laid-back, relaxed Hitler — 'This conquering continental Europe thing is a lark, mein Poland, mein Netherlands, mein Belgium and mein France'

To:

Nein, Nein, Nein, angry Hitler — 'What do you mean mein Navy is sunk, mein Air force is squandered, and now better soldiers than we have are raiding mein empire and ruining mein plans!'

Let's be clear, Hitler was so pissed off with British Commandos that he ordered all Allied Commandos be executed on capture.

Commando Order — Any German officer that acted with honour and refused, would be punished under German military law.

Incidentally, this is the signature which would have guaranteed Hitler's death sentence at the Nuremberg trials, had he survived to stand trail.

These elite early special forces, were raiding everywhere; German Radar stations wrecked, vital ports sabotaged, oil refineries destroyed, ships sunk while at dockside, entire air wings blown up on runways, communication lines sabotaged, war plans stolen, and most infuriatingly Hitler's Wunderwaffe projects ruined.

Had British trained Norwegian Commandos not destroyed the heavy water plant in Norway and sunk the ferry carrying more than a years worth of heavy water, there is a good chance Hitler would have achieved atomic weapons first.

So no, they didn't cause an annoyance. They caused Hitler to develop a tremor and personally issue an order that breached the rules of war.
