It does not look like she will.
Millions of fans have sworn to boycott Warner Bros. for asking Johnny Depp to resign from his role as Grindelwald and keeping Amber Heard as Mera in the DCEU.
Fans, in outrage, will boycott the DCEU and Fantastic Beasts films and their trying to get Amber Heard fired from the Aquaman sequel by making a petition to remove her from the film.
The petition currently has well over 1.1 million signatures and rising.

Butit is my opinion that it wont matter. The petition to rehire Johnny Depp didn’t work either as now Warner Bros. is in negotiations with the brilliant actor Mads Mikkelsen to give him the role of Grindelwald.
Also, Amber, knowing about this petition, spoke to EW and stated the following:
Paid rumors and paid campaigns on social media don't dictate [casting decisions] because they have no basis in reality. Only the fans actually made Aquaman and Aquaman 2 happen. I'm excited to get started next year.
So it appears she will stay on as Mera, and the only way we can express our anger towards her is by not showing up when the movie comes out.
