The term “wealthy neighbourhood” sounds a little bit awkward in Russia.
The most expensive appartments in Russian cities are usually in a centre. Centres are usually clean, very safe, have expensive stores, good restaurants, have best roads, have attractive buildings and historical monuments.
I live in Kazan. If you can afford a new appartment in the centre you are a rather rich person by the local standards
