Forbes adds the amount an actor gets paid for a movie & plus his share profits too and more on that they adds the brand endorsement too.
EDIT- Huge actors charges fees mostly in Hollywood like they will be paid $25M as a fees for the movie & if the movie made $100M on box office they will be paid extra $5M & so on. Just an example. Their fees simultaneously changes & The Rock make mostly franchise movies which made huge bucks on box office.
So yes on this basis Dwayne Johnson is the highest paid actor.
But there is a one more guy who earns more than all combining all 3 highest paid actors.
He owns the movie & earns the profits.
He is the highest earning actor in Hollywood by producing his own highest grossing movies. Also his company provides sound effects in other movies too & he has also been awarded for it.
Edit:
One more mention George Clooney earns more than highest paid actors too due to his shares in a billion dollar tequila company.
Although, his 2019 earnings are not known but in 2018 he earned almost $239M
